  When attempting to create NSD out of hdisk on top of
  FRU 00E9972 on Power8 you get er22 persistently.
  

Local fix

Problem summary

•  On AIX, when trying to clear/write the primary GPT area,
  mmcrnsd does non-4k aligned writes to 4K disks while trying to
  preserve the OS PVID, causing a failure.
