IJ19777: CHANGE LOGASSERT BACK TO DEVASSERT: "OPENLOG.C:91"

APAR status

• Closed as program error.

Error description

• Some of the debug asserts were changed to LOGASSERT. But
  the assert in openlog.C is supposed to be DEVASSERT
  instead
  of LOGASSERT. Because of that, assert went off when there
  was a mismatch between the 2 copies of log descriptor and
  caused mmdeldisk failures. In the absence of this assert
  the code is supposed to use the copy with latest version
  or
  latest tailLsn

Local fix

• mmchconfig disableAssert="openlog.C:91"
