Error description
Delete a user account using the ITNCM Account Administration web page, then try to create a user account using the same username as the deleted account As soon as you click Save, the ITNCM Account Administration web page no longer shows any Groups or Users.

Users Affected- Users having inactive users in the database. PROBLEM DESCRIPTION: UNABLE TO CREATE A NEW USER ACCOUNT WITH A USERNAME THAT WAS PREVIOUSLY DELETED Recommendation: Fix for this APAR will be released in NCM 6.4.2 FP8.
