IJ07415: BMXAA8665W - DO YOU WANT TO ALLOW SEQUENCE NUMBER DUPLICATION?

Error description

• Problem details:
  Using the "View" Tab in the Asset CM application, we want to
  change a CM Item.
  When we select a different CM item with a meter, we encounter
  the System Message:
  BMXAA8665W - Do you want to allow sequence number duplication?
  This pop-up window should not be appearing at all.
  Application effected:
  Asset(CM)
  Steps to reproduce:
  1. Go to Asset(CM) Tab View Right click on the first line
  change CM Item
  2. Select a different CM item with meter
  3. Click Ok:
  The following message appears:
  BMXAA8665W - Do you want to allow sequence number duplication?
  Expected results - no pop-up window
