    STEPS TO REPRODUCE:
    1. Go to Work Order Tracking
    2. Create a new work order for asset 11450. Location BR450 will
    automatically populate the location.
    3. Save
    4. In the location field click on the Detail Menu and go to
    Locations app
    5. Click on Meter tab
    6. Location doesn't have a Meter associated
    7. Click on Return button
    8. Click on Plans or Actuals tab
    9. Click on New Row to add a new task in the Task for Work Order
    table window.
    10.Select a measurement point (for example, 1002)
    11.Enter a Mensurement value
12.Enter a Measurement Date manually (ie 4/3/18 4:00 PM). This
step is key to the problem.
    13.Save
14.In the location field click on the Detail Menu and go to
    Locations app again
15.Select Menu Action >> Manage Meter Reading History
16.Click on Characteristic and Gauge Meter Readings
RESULTS: Location BR450 also has a measurement even though this
location doesn't have a meter associated. Also, the asset on the
task is now the asset associated with the measurement. If task
asset differs from the measure point asset, this is also wrong.
The asset associated with the Measure Point should be the asset
    that receives the entered measurement.
EXPECTED RESULT: Only the asset on the Measure Point should have
a measurement as a result of the value entered for the Measure
Point on the task in the Work Order Tracking application.
