  "0x21,0x29" for full width pound sign conversion.

Local fix

Problem summary

• The replacement character for SHIFT_JIS converter is incorrect.
  The problem occurred because the APAR IV53873 changed the
  replacement character of JIS0208 converter from '0x3f' to
  '0x21,0x29' as JIS0208 is DBCS only converter. As SHIFT_JIS is a
  mixed converter, the replacement character should be '0x3f'.
  

Problem conclusion

• JDK is updated to return the correct replacement character
  (0x3f) for SHIFT_JIS converter.

     7 R1 SR4 FP15  (7.1.4.15)
     7    SR10 FP15 (7.0.10.15)
