  This problem can occur when using IMS utilities that invoke
  DFSMSDSS XMAPI. A separate address space is started for
  DSS and if initialization of that address space fails such as
  in this case IEE296I started task failed by security interface
  then a RC0997 will be returned to IMS. This return code means
  that a timeout occurred waiting for the DSS server address space
  to initialize but the return code is not externalized and the
  IMS utility job issues ABENDU0225.
  The solution to the problem in this case is to make sure that
  the started task (DFSMSDSS) is defined to the security product
  so that initialization of the server address space will be
  allowed to proceed.
