II06971: MSGDSNE252A JCL WAS NOT CREATED, ERROR 8 WHILE DOING FTINCL FUNCTION

Error description

• MSGDSNE252A JCL was not created, error8 while doing ftincl
  function. This message is issued when option 3 on panel
  DSNEPP01 is editjcl.
     The error occurs because you cannot use LIBDEF to allocate
  ISPF libraries. This results in a search failure when we
  attempt to use the JCL skeleton member. There was only one
  skeleton member so it was placed into the DB2 message Library
  instead of creating an entire data set for one member. DB2 uses
  a LIBDEF of it's own to remap the skeleton lib DD to the
  message lib DD. When this is done, the users LIBDEF for the
  message lib DD is lost and then we can't find the skeleton
  member.
  

Local fix

• Change CLIST members DSNETC01 and DSNEPC01
   From:
