II06295: WAIT03A AT IPL CLPA AFTER INSTALLATION OF MVS/ESA R313, R410, R420 OR R422 ON EXISTING MVS/XA SYSTEM. MSGIEA354I CLPA FAILED.

Error description

• Concurrent installation of other function sysmods (e.g., TSO/E)
  that use ++VER DELETE to delete previous releases may cause the
  APPLY for HBB3313, HBB4410 or HBB4420 to relink IEAVEMRQ as an
  alias of IGC0003D.  IGC0003D will be marked not executable
  after this link, because the linkage editor control statements
  in the lmod entry at that time will contain entry statements for
  modules that will not exist.  When IGC0003D is subsequently
  relinked during element installation after JCLIN has removed
  IEAVEMRQ as an alias in the lmod entry for IGC0003D, the alias
  will be orphaned, not deleted.  At this point, IGC0003D is
  executable, but IEAVEMRQ, which should not be present in
  SYS1.LPALIB in a SP313, SP410, SP420 or SP422 system, is
  in SYS1.LPALIB marked not executable.
       An IPL CLPA of the system with IEAVEMRQ marked
  NX in SYS1.LPALIB will result in MSGIEA358I SYS1.LPALIB
  IEAVEMRQ NON-EXECUTABLE and MSGIEA354I CLPA FAILED
  NON-EXECUTABLE IEAVEMRQ.  The system will enter a WAIT03A.
  

Local fix

• CIRCUMVENTION:  Delete the not executable version of IEAVEMRQ
  from SYS1.LPALIB SP313, SP410, SP420 or SP422 systems and
  IPL with CLPA.
  SOLUTION:  Modify the CLNSYSLB Job, a sample of which is in the
  MVS/ESA SP313, SP410, SP420 and SP422 Program Directory as
  follows and run the modified CLNSYSLB after the APPLY:
       Change the SYSIN statements to only scratch IEAVEMRQ.
  The other five entries, IEE7603D, IGG2103D, IGC0503D, IEE2103D
  and IEE0503D will reside in SYS1.LPALIB after the APPLY and
  should not be scratched.  The new JCL is as follows:
