  For Netview/FTP, the Poughkeepsie RMTLU is M05FTP02, the userid
  SERVPOK. Authority to transmit to SERVPOK without a password has
  been granted to predetermined nodes and userids, as well as the
  standard userid FTPSEND for all nodes. It is recommended that
  sending sites create an FTPSEND userid and use FTPSEND to send
  documentation to SERVPOK. To send without specifying a password,
  specify RESECURP=(SERVPOK,SERVPOK)
  to invoke the RAP exit which will check authorization.
  The file MUST be received with a high-level qualifier of H44IPCS
