Error description

• A publish/subscribe migration (strmqbrk -m QMNAME) will
  terminate abnormally when migrating a WebSphere MQ V6 broker to
  a WebSphere MQ V7.5 broker, using the command "strmqbrk -m
  QMNAME" results in:
  
  AMQ5893: WebSphere MQ Publish/Subscribe broker (QMNAME) cannot
  be migrated for reason '5878:frcW_SHARING_VIOLATION'.
  
  An FDC with Probe ID PU557010 is generated at migration time :
  Probe Id :- PU557010
  Component :- fbxStart
  Program Name :- runmqbrk
  Major Errorcode :- frcW_SHARING_VIOLATION
  Arith2 :- 2042 (0x7fa)

  PROBLEM SUMMARY:
  The WebSphere MQ code running in strmqbrk was making an
  incorrect decision to open a queue. The error path did not
  ensure the queue was closed.
  
  A later function in the code was trying to open that queue,
  but it was already open because of the earlier error.
  

Problem conclusion

• The WebSphere MQ code has been fixed to ensure the queue is
  not opened, because it did not need to be opened.
