  For session codepages other that Bidi, the table is downloaded
  in UTF-8. For Bidi codepages it is downloaded in ANSI
  encoding. However the encoding name was specified wrong into
  the code.
  For Hebrew it was "1255", and the correct name should be
  "cp1255". "1255" is not listed among supported encodings in
  JRE.
  

Problem conclusion

• Edcoding name corrected.
