  *                      as one block and the title of actions   *

  The title of actions is missed when the actions and its title
  are placed in one field and there is no row between the
  actions and header.  This caused the actions items  to be
  rendered as part of the subfile table.
  

Problem conclusion

• When the actions and its title are placed in one field and
  there is no row between the actions and header, the subfile is
  consumed as one block and the title of actions is skipped.
      This problem is fixed by consuming the actions region
  separated from the remaining subfile parts when non-subfile
  data is detected within the actions rows.
