• Unable to tab to the dropdown input field that was created using
  Glogal Rules. This input field is a combination dropdown box and
  input field.

  The Java Script function offsetTop is used to in VisualFiels.js
  to determine which line focusable input elements belong.
  By default, the focusable input element is relative to its
  parent. For input fields their parent is main HATS form.
  But for drop-down lists, their parent is the <div> in which
  they are included.  Therefore, the position is not correctly
  calculated.
  

Problem conclusion

• VisualField.js now calculates the absolute value of offset
  from top instead of using the offsetTop Java Script function.
