IC58724: Clearmake builds every time when RSA/RTE has it's 'Real Time Sys tem' directory under source control

Error description

• When using an imported model (model to import attached) Clearmak
  e will build every time if the 'RTSHOME' build environment optio
  n is set to a directory under source control.
  Steps to reproduce:
  1) Install RSA/RTE
  2) extract the repro.rar file that is attached anywhere and impo
  rt the model into RSA/RTE
  3) clean up the 'sled 10' build configuration:
  - make the RTSHOME build environment point to the default /opt/I
  BM/RDP/rsa_rt/C++/TargetRTS directory.
  - replace all the include and library paths in the c and c++ bui
  ld configuration options with the default RST home above.
  - replace the make command line with clearmake -s -C gnu
  4) verify that you can generate source and build.
  5) exit RSA/RTE
  6) create a new VOB.
  7) set into a view and use clearfsimport to import the ENTIRE /o
  pt/IBM/RDP/rsa_rt/C++/TargetRTS into that VOB.
  8) Start RSA/RTE while set into the view.
  9) use Build Configurations/Manage to create a new build configu
  rations -- rts-under-source in both CDP projects (LogicComp and
  MainComp).
  10) open the project properties on both projects and change the
  options in step 3 to point to the VOB directory that contains th
  e imported targetRTS directory.
  11) build the Maincomp project. It should build the project.
  12) Build that project again.
  Expected: No build should occur
  Actual: A complete rebuild occurs.
