IC40552: Patch clearcase_p4.2-38 appears to have broken cleartool findmer ge in some cases

Error description

• Patch clearcase_p4.2-38 appears to have broken cleartool
  findmerge in some cases.  When running findmerge with this
  patch, the following errors may be reported:
  
  cleartool: Error: Error from VOB database: "/vob/xyz".
  cleartool: Warning: Skipping "/vob/xyz/dir/struct1/file".
  
  In the db_server_log we find:
  
  04/27/04 15:53:46 db_server(16320): Error: Database identifier 0
  not found in "../db__ver.c" line 505.
  04/27/04 15:53:46 db_server(16320): Error: Database identifier 0
  not found in "../db__ver.c" line 505.
  

Local fix

Problem summary

• This problem was fixed as a by product of another fix (APAR
  IC41040).
