Error description
Personal Communications 5.5 will either fail to uninstall or migrate to version 5.6 if there are files that are locked by other applications in the users temp folder. An example of the error is: Error 1306.Another application has exclusive access to the file C:\DOCUME~1\u38t25\LOCALS~1\Temp\JET2.tmp. The migration failure is essentially the same as uninstall, since it is during the uninstall portion of the migration process.
Local fix
A patch file must first be executed on the machine in question, prior to retry of 5.5.x uninstall OR migration.

PCOMM was automatically trying to remove files matching the pattern %temp%\.tmp on uninstall. If a file matching that pattern is locked, the uninstall fails.
Problem conclusion
IBM Personal Communications.msi was modified to stop trying to remove those files.
