HE07393: When Instantiate 2D Component, the behavior of scale is differen t between V5 R19 and V5 R20.

• Scenario:
  1. Launch CATIA.
  2. Enable ?Tools > Options > Mechanical Design > Drafting > Anno
  tation and Dress-Up > 2D component > Create with constant size?.
  3. Drafting WB.
  4. Create a Front View with View Scale 2:1.
  5. Create a 2-D component (any).
  6. Select "Instantiate 2D Component" icon
  7. Select 2D Component.1 created.
  8. Tools Palette is opened.
  Result:
  In V5R19, value displayed in ?scale? option in Tools Palette is
  ?.5?.
  In V5R20, value displayed in ?scale? option in Tools Palette is
  ?1?
  
  Expected Result:
  The value of scale option in V5R20 should be same as that in V5R

  Additional Closure Information:
  INCIDENT DIAGNOSIS:
  Scale and angle of the reference 2D Component and 2D
  Component instance are not shown correctly in the tools
  palette.
  CLOSURE DESCRIPTION:
  On instantiating, only the scale of the view was considered.
  On instantiating from 2D Component, scale of the reference 2D
  Component instance is now considered and the tools pallete
  values are shown accordingly.
