HD97019: Reload of an assembly does not load assembly constraints

Error description

• ABSTRACT:
  Right click > CATIA_V5 > LOAD reload of an assembly from portal
  to CV5 does not load assembly constraints.
  .
  SCENARIO:
  1) Launch 3DCOM and CATIA and connect to VPM.
  2) Check the Option "Work with cache system" under TOOLS > Optio
  ns > Infrastructure > Product Structure > Cache Management > Cac
  he Activation.
  3) Search for any CV5 assembly with constraints.
  4) Open the PSN and right click > CATIA_V5 > LOAD > Open in a ne
  w CATIA V5 Product
  -> The assembly will be loaded into CV5 in a new session with co
  nstraints visible.
  4) Go back to PSN and once again load the assembly to CATIA.
  .
  RESULT:
  The second time loaded assembly loads into CV5 but the constrain
  ts are missing.

• THIS PROBLEM WILL BE FIXED ON CATIA VERSION V5R21 GA level.
  NOTE THAT THIS PROBLEM WILL BE FIXED ON V5R20SP3 AND ALSO ON
  V5R19SP9.
