HD93429: COMPASS: COMPASS MOVES FREELY EVEN WITH INCREMENT OPTION(S) OF T HE PARAMETERS FOR COMPASS MANIPULATION IN ASSEMBLY.

Error description

• Scenario:
  1. Open a new product. Product1 window is displayed.
  
  2. Select the Product1 on the tree and Insert -> New Part.
  
  3. Click MB3 on the created Part -> Part Object -> Open in
  New Window. Part1 is open in new window.
  4. Click MB3 on Compass -> Edit. Parameters for Compass
  Manipulation dialog box is displayed.
  5. Input any values (ex. 1mm) for Along U, Along V, Along W
  of Increments option.
  
  6. Click Close.
  
  7. Window -> Product1.
  
  8. Click MB3 on Compass -> Edit. Then the values which input
  at step5 is kept in Increments option.
  9. Drag the compass to Part1 component in geometry area and
  move to any position. Then the compass moves freely. This is
  problem.

  Expected result:
  
  Compass should not be moved freely even if Increments option
  value(s) are inherited in assembly.
  .
  Note:
  
  If we try to move the compass in Part1 window with the
  Increments option, it rejected with Move Error, but not in
  Product.

  AND ALSO CORRECTED ON V5R20 SP02 LEVEL.
