Error description

• Scenario:
  When opening R18 files in R19 SP3, critical data is lost
  without any evidence of error.
  EX- Certain required painted surfaces are omitted
  (not visible) in R19 SP3.
  It is not reliable and will result in scrapped parts.
  Flag note designations in R19 are not highlighting
  the same as prior versions which renders r19 unusable.

  as prior versions.

  The Critical FDT data should not be lost when opening R18 files
  in R19SP03.
