Error description

• Scenario:
  1) Remove all CATSettings
  2) Start CATIA in Admin mode
  3) Tools / Options / Display / Performance
  4) Set 3D Accuracy / Proportional=0.1
  5) Do not lock the 3D Accuracy setting
  6) Exit CATIA
  7) Remove all CATSettings
  8) Start CATIA in User mode
  9) Tools / Options / Display / Performance
  10) Set 3D Accuracy / Fixed=0.4
  11) Exit CATIA
  12) Start CATIA in User mode with the Admin
      VisalizationRepository.CATSettings from 1)
      and the User
      VisalizationRepository.CATSettings from 8)
  13) Tools / Options / Display / Performance
   -> 3D Accuracy is set to
      Proportional : 0.1
  If the admin CATSetting is not locked, the user
  CATSetting should be taken into account.
