  THIS PROBLEM IS NOT REPRODUCIBLE ON :
  CATIA VERSION 5 RELEASE 19 GA level AND ON
  V5R18SP03 AND V5R17SP08.

  When the user step file is opened it has got volume
  in it.User stp file is made by AP214 format. On this
  type the problem is NOT reproduced.
