    This problem is reproduced on Japanese Windows
    Scenario:
    1. Open any of the following Admin tolls:
    - Users Maintenance
    - Vault Monitor
    - Database Connection Manager
    - Export/Import
    - Form Designer.
    2. Select Help \ Help on the application.
    ==> KO: Error No 01050 occurs by clicking "Help
    Topics".
