Error description

• The format for tool catalogs is different for catalogs
  created in R13 and those created prior to R13. If
  you create an assembly in R13 and try to add it to
  this catalog it will appear to work but when you try
  to recall it later it will not be found.
  This means that any tool catalog created prior to
  R13 cannot take advantage of the ability to store
  assemblies.
