Problem conclusion
THIS PROBLEM IS PERMANENT RESTRICTION IN CATIA Do not load external references is only used for links towards document with geometric specification (CATProcess, CATPart, CAT Product, CATDrawing) The CGRs don't have any geometric specification. So it is consi dered as an element of visualisation. (Mock-Up Review for example). So to unallow the visualisation you have to use do not activate default shape option. .
