   JUSTIFICATION FOR DEVLOPMENT REQUEST:
  The limit for extending extension lines is the dimensioned
  element, just as it was in V4.
  Being able to go beyond the dimensioned element requires a m
  modification in the model structure and the user interface.
  these modification can not be part of a maintenance process,
  and can only be developed as part of a further release.
  
  
   ANSWER AND POSSIBLE BY-PASS:
  You can select the element up to which you want the extension
  line to go. For example in the provided data, you can select
  the right-most circle to get the extension over the 2 circles
