Local fix

Problem summary

•  Upon further review, we have determined that
  CCD is functioning as it was designed. cpsRAS will "round up"
  images to full 32 bit words. This may indeed introduce slight
  changes in position if this is repeatedly round-tripped. Such
  round-tripping was not the intended use of cpsRAS will no longer
   be enhanced, but will continue to be shipped as-is with CCD.
  For this scenario, the cusotmer may obtain better results
  using the HRAS /EXPORT/ function. The user should note, however,
  that some adjustment may still be required if repeated round
  trips are performed.
