Problem
I use Watson™ Explorer Analytical Components 12.0.3 fix pack 11.
I encountered "java.lang.NoClassDefFoundError: com.ibm.ws.common.encoder.Base64Coder" when I saved Security settings on Administration console.

Symptom
Administration console reports the following message.
