You are getting ERR_SSL_VERSION_OR_CIPHER_MISMATCH when trying to access to WebSphere admin console after updating to the latest browser version.
Most probable cause for this is the latest browser versions are not allowing TLSv1 or TLSv1.1 so if WebSphere admin console is configured for using SSL_TLS which doesn't include TLSv1.2 support, that error is happening.
