421 SSL negotiation failed

Troubleshooting

Problem

421 SSL negotiation failed

Symptom

SSL negotiation problem when attempting to open an outbound FTPS connection to an FTPS server. This is working from a test server, however, when attempting the same from a production server, the SSL negotiation fails. Note that the destination server is the same in each case. The same trusted root certificate is used on both test and production machines.
