400 bad request error is received in the user interface when creating LPA

Troubleshooting

Problem

When attempting to create a sample Lifecycle Project Administration (LPA) project area in Collaborative Lifecycle Management (CLM), a 400 bad request error is received in the user interface.

Symptom

The full error message is as follows:
Error creating the sample: com.ibm.team.repository.common.TeamRepositoryException: CRJCA0003E The Lifecycle Project Administration (LPA) application made a request that was answered by an unexpected response code.
