#18806 No descriptive error message display in Jupyter Notebook UI when the kernel reaches memory limit

Description
When the kernel of the Jupyter notebook reaches memory limit, the kernel will die and a new kernel will start. And the following error message displays in UI:
kernel restarting
And then the user has to click Kernel --> Reconnect for initiating connection to restarted kernel. 
The error message is not descriptive as it doesn't mention to the user that it's a memory related error.
