Automatic restart of event-driven migration

If the interruption was a system outage, a cancel of DFSMShsm, or a stop of DFSMShsm, the start of DFSMShsm causes DFSMShsm to check space on primary volumes eligible for automatic space management. If any such volume is over its threshold, DFSMShsm then restarts event-driven migration if all of the following conditions exist:

• Primary space management or secondary space management is not held.
• DFSMShsm is not in emergency mode.
• The operator gives permission if the SETSYS REQUEST command asks permission to restart.
