Explanation
During NIP processing, the system found an error with a unit control block (UCB)
while trying to create the eligible devices table (EDT).

System action
The system enters a non-restartable wait state.

System programmer response
Determine if the problem is a device error. If not, take a
stand-alone dump of the system. Try to IPL with an IODF that is known to be good.
If the
source of the problem cannot be determined, search problem reporting databases for a fix for the
problem. If no fix exists, contact the IBM® support center.
Provide the dump.
