You specified RACF-DELEGATED in the APPLDATA of a profile in order to designate it as being delegated. However, all of the following conditions are in effect, and they are preventing you from defining a delegated profile:

• SETROPTS SECLABELCONTROL is in effect
• You do not have the system SPECIAL attribute
• The profile contains a SECLABEL
