Explanation
The LOCATE command found the ICB in the RACF® database contains incorrect
data. The sequence set RBA or the RBA of the first index block in
the ICB is zero or not on a 4K boundary.

System action
The LOCATE command is ignored.

Programmer response
Correct the ICB by using the READ command
and its subcommands. Check that the database used is the correct RACF database.

Problem determination
Run the IRRUT200 utility against the RACF database to find the error.
