Explanation
 The Digital Certificate Access Server was unable
to open the dcasm.cat message catalog. The default location for the
message catalog is set by the NLSPATH environment variable to be "NLSPATH=/usr/lib/nls/msg/%L/%N".
 errno is
the  z/OS® UNIX System Services return code.
These return codes are listed and described in the return
codes (errnos) information in z/OS UNIX System Services Messages and Codes.

 Initialization continues.

 None.

System programmer response
 If you want to use the external message
catalog, correct the indicated error. If the default messages are
acceptable, no action is necessary.
