If you want to use the external message catalog, correct the indicated error. There are several reasons that could cause this error, such as file or directory permissions not allowing read access. See the z/OS XL C/C++ Runtime Library Reference for more information about the catopen() function call. If the default messages are acceptable, no action is necessary. If correcting the problem caused the message catalog in the message catalog directory to change, you will have to recycle the TCP/IP stack to activate the changes.
