Explanation
 The subagent attempted to open a raw socket in
order to issue an ICMP Echo request for the remote ping function.
 The subagent was unable to open the raw socket for the reason specified
by error.

System action
  The subagent will not be able to perform the
remote ping request and will return an error for the remote ping MIB
variable.
