Explanation
 While processing a BEGINROUTES block that starts
on line number lineno, a route definition was encountered
that conflicts with a previous route definition.
 parameter is
the conflicting parameter, and its values are:  REPLACEABLE
A replaceable route was defined to a destination to which a NOREPLACEABLE
route has already been defined in this BEGINROUTES block. A mixture
of replaceable and non-replaceable routes cannot be defined to the
same destination.
NOREPLACEABLE
A non-replaceable route was defined to a destination to which
a replaceable route has already been defined in this BEGINROUTES block.
A mixture of replaceable and non-replaceable routes cannot be defined
to the same destination. 

 lineno is the line number
at which the BEGINROUTES block starts.

System action
 The route definition is rejected and processing
continues with the next route defined in the BEGINROUTES block.
