Title: Resource Tags are immutable

Description:

The import framework considers a resource tag to be immutable. The AFT and file gateway community management implementation treats a community as a collection of entities managed by a single resource tag. Once an import of a community is performed and the resource tag is created all subsequent imports of that same community and resource tag force you to either rename the resource tag or to delete the resource tag prior to doing the import.

Resolution:

The objects should be added to a given resource tag specified at the time of the import if they do not already exist in the tag. Objects not in the import should not be removed from the tag. With this change, the objects from multiple imports can be tagged with a single resource tag (additive) and subsequently exported as a unit using that resource tag. The systems should treat this as an opt-in behavior in addition to the ability to rename the tag being imported or canceling the import altogether.
