Explanation
 The netv daemon was unable to open the FSI device to get the side 
ID that is used to determine which bulk power controller (BPC) the daemon 
was running on.

 If this is a tracking event, no 
service actions are required. Otherwise, use the FRU and procedure callouts 
detailed with the SRC to determine service actions.
