Repository tools command to clear Global Configuration cache

Use the clearGcCache command to clear the Global Configuration cache.

Purpose

Note: This command is not supported in a cluster environment.
Global Configuration Management (GCM) adds projectAreaUri and oslcServiceProviderUri in a repo cache when configured for the first time. However, Engineering Workflow Management streams might have their owner changed, which requires change in projectAreaUri and oslcServiceProviderUri. The clearGcCache command alleviates this problem by the cache of projectAreaUri and oslcServiceProviderUri.
Important: The server must be running when you run the command.
