Explanation
Reorganization of the HALDB partition xxxxxxx was requested and the original database data set or data sets of the partition was not empty, but no segment has been reloaded into the partition. If a user exit routine was used for the Unload task or the Reload task and all segments were specified not to be unloaded or reloaded, this message can be issued.

If you used a user exit routine for the Unload task or the Reload task and you specified that all segments were not to be unloaded or reloaded intentionally, you can ignore the message. If you did not use any such user exit routine, the error is probably in IMS Database Reorganization Expert. In that case, recover the original database and contact IBM® Software Support.
