Explanation
 A TP called the Allocate service to allocate a
conversation with another program.  APPC/MVS tried to build the data
structures that are necessary to maintain a conversation.  APPC/MVS
could not create those data structures at the time it issued this
message.

System action
 The system returns a product_specific_error (decimal
20) return code to the caller of the Allocate service.

System programmer response
 Contact the IBM Support Center.

Programmer response
 Call the Allocate service again. If the
problem persists, contact the system programmer.
