Select HPR packets and group them by TCID.

- Total number of bytes for that TCID.

- Number of out-of-order packets for that TCID.

- Number of out-of-order bytes for that TCID.
- PktReXmit
- Number of packets retransmitted for that TCID.
- ByteReXmit
- Number of bytes retransmitted for that TCID.
- SlowDwn
- Number of ARB slowdowns for that TCID.
- SlowDownElapsedTime
- Total time spent in adaptive rate base (ARB) slowdown mode.
