Explanation
 An ASN.1 decode function was unable to process
a request because the input byte stream is formatted incorrectly.
 This error can occur if the byte stream was created by a different
level of the ASN.1 software.

Verify that the input byte stream has not been
modified and then retry the request.  Contact your service representative
if the error persists.
