Note: When end to end path switching is performed, a BN,
which is not an endpoint or the NNS for the endpoint, may be asked
to compute an HPR route for a piece of the end to end route. To support
this function, the BN needs to provide RTP-level HPR support. Ensure
the BN and HPR start options are coded accordingly.
