 VTAM rejects
the command.

System programmer response
 None.
 Note: If you modify this
message, you must specify MSG=(IST451I,2) on the USSMSG macro. This
will define IST451I and USS message 2 to be identical in the operation-level
USS table. See the z/OS Communications Server: SNA Resource Definition
